Is the TikTok Creator Rewards Program available in Iraq?

No. Creator Rewards does not run in Iraq. In 2026 the program pays in 8 countries: the United States, the United Kingdom, France, Germany, Japan, South Korea, Brazil and Mexico. Iraq is not on that list. The payout option simply never shows up in an Iraqi account.

There is no application to fail. Creators outside the 8 do not get rejected. They get nothing to click. So an Iraqi creator can pass 10,000 followers, keep posting, and still see no payout tab. The full list sits on our Creator Rewards countries page.

The entry rules only matter once your country is in. You need 10,000 followers. You need 100,000 video views in the last 30 days. You must be 18 or over, on a personal account rather than a business one, and based in an eligible country. An Iraqi creator can clear the first four and still be out on the last one.

Why do views from Iraq pay $0?

A qualified view is not just any view. TikTok's Creator Rewards Program terms set three tests. The video has to be one minute or longer. The viewer has to watch for five seconds or more. And repeat views from the same account count once, while views someone marks "not interested" do not count at all. A video then has to reach 1,000 qualified views before it earns at all. On top of all four, the viewer has to sit in one of the 8 paying countries. A view from Baghdad or Basra fails that last test, so it pays nothing. The country rule bites twice. It keeps Iraqi creators out of the program. It also strips the value out of an Iraqi audience for everyone else.

Picture a creator in the United States making Arabic content. The program is switched on for them. But if most of the views land in Iraq, most of those views pay nothing. The view count looks huge and the payout stays small.

For scale, creator-reported figures put qualified US views at roughly $0.40 to $1.00 per 1,000. Multiply that by an audience that does not qualify and the answer never changes. Zero.

Is TikTok banned in Iraq?

No. TikTok is not banned in Iraq. A minister has asked for a ban, but no ban has been passed. In March 2024 the Communications Minister, Hiyam Al Yasiri, asked the Council of Ministers to block the app. She said it was pulling apart Iraq's social fabric.

In January 2025 a member of parliament's communications committee, Karwan Yarwais, called ban rumours unfounded. In April 2025 the minister said the request had still not had a reply, and that parliament has to make the call. So the app stays up. What did change is the money.

On 28 November 2024 the Central Bank of Iraq acted. Its acting deputy governor wrote to all banks and licensed non-bank financial institutions. They were told to stop transfers to and from TikTok agents inside Iraq. Rudaw reported one user who lost access to about $4,500 in coins.

Shafaq News quoted a TikTok agent, Mohamed Sameer Al-Lami, who said the order hit agents like him rather than the streamers. He said streamer earnings sit in a personal in-app wallet, and can be taken out through Payoneer, MoneyGram or a bank transfer, even from outside Iraq. So the picture is mixed even on the one Iraqi payout route that exists: the block hit the agencies, while the creators he described could still withdraw.

What actually earns money on TikTok in Iraq today?

Three things work in Iraq: LIVE gifts, brand deals, and selling your own product. None of them need Creator Rewards. All of them need you to arrange your own way of getting paid.

LIVE gifts are the big one. Viewers buy coins, send gifts during a stream, and the creator converts them. TikTok's own LIVE rules say you must be at least 18, or 19 in South Korea. They also warn that some monetization features are only available in selected countries and regions. The 2024 central bank order did not stop the gifting. It cut the bank route to and from TikTok agents in Iraq.

TikTok Shop affiliate is out. TikTok's own European expansion announcement names four new markets from 15 June 2026: Austria, Belgium, the Netherlands and Poland. They join France, Germany, Ireland, Italy, Spain and the UK. Every TikTok Shop seller market sits in the Americas, Asia or Europe. A market roundup checked in August 2026 says there is still no confirmed Seller Center launch in Saudi Arabia, the UAE or the other Gulf states. Iraq is on none of these lists.

One more thing before you build on LIVE. TikTok said it removed more than 10 million videos in Iraq in the first quarter of 2025. Over the same quarter it banned more than 346,000 LIVE hosts in Iraq. It shut down around 650,000 LIVE streams. That is heavy enforcement. An account you cannot afford to lose should not be your only income.

Brand deals and your own offer sit outside all of this. A brand pays you direct, so the Creator Rewards country rules never come into it. A bank order aimed at TikTok agents does not touch an invoice you send yourself.

Iraq has a huge, very young TikTok audience that earns nothing

Iraq's TikTok audience is enormous for a country of 47 million people, and the country itself is very young. It also sits outside every ad-revenue payout the platform runs. Those two facts together are why this page exists.

TikTok's own ad tools reported reach of 40.1 million users aged 18 and over in Iraq in late 2025. DataReportal flags that as 147.6% of all adults. That is not literally possible. Treat it as a ceiling, not a headcount. The direction is still clear. Iraq's population was about 47.3 million in October 2025. It had 39.6 million internet users, or 83.8% of the country.

Older counts point the same way. In December 2024 Shafaq News put TikTok at 31.9 million users in Iraq, up from 23.88 million the year before. That growth happened with no ad-revenue program in place.

The age picture is the striking part. The median age in Iraq was 20.8 years at the end of 2025, per the same DataReportal figures. That is a country built for short-form video.

Now compare that with the money. A creator in Mexico with a fraction of that audience can join Creator Rewards. A creator in Iraq with millions of views cannot. Reach and pay are not the same thing. TikTok pays by country, not by the work.

What are the routes out of the lockout?

There are two honest routes. Move to one of the 8 countries and live there for real, or run an account that is already based in one of them. Both work. Neither is free, and one of them breaks TikTok's rules.

Moving is the clean route. It is also the slow one. TikTok's Creator Rewards Program terms say you have to live in a country where the program runs. The same terms say you must not use a VPN or any similar tool. TikTok does not publish how it checks. But an IP address is only one signal an app can read. Switching it leaves an account that still looks Iraqi in every other way. If you truly relocate, give the change time.

Even then, remember the second gate. Living in Berlin does not pay you for Iraqi views. You would also need to build an audience inside the paying countries. That is a real change to the content you make, not a change to a setting.
