Is TikTok Creator Rewards available in the UAE?

No. Creator Rewards does not run in the UAE, and it never has. TikTok pays creators in the United States, the United Kingdom, France, Germany, Japan, South Korea, Brazil and Mexico. No Gulf state is on that list, and nothing else in the Middle East is either.

Residence is the first gate. TikTok's Creator Rewards Program terms say a creator must be a legal resident of a country where the Program is made available. An account run from Dubai, Abu Dhabi or Sharjah stops at that line before anyone counts followers. Every one of the eight is listed on our Creator Rewards countries page.

The number gates only bite once your country is in. The same terms want at least 10,000 authentic followers and 100,000 authentic total video views in the last 30 days. They rule out Business Accounts, set the age at 18 or over, and hold payment until you reach $50.

So a UAE creator is never turned down. There is no button to press and no form to fill in. You can clear every number in the app and still see no Creator Rewards tab, because the tab is not offered here.

Why do views from inside the UAE pay $0?

Because Creator Rewards pays only for qualified views, and a view from the UAE can never be one. The viewer has to sit in one of the eight countries, and the UAE is not one of them.

A qualified view is a narrow thing. TikTok's program terms say a qualified view is one a user watches for five seconds or more and does not mark as not interested. Views from one user account are counted as one view. And the video has to run for at least one minute.

Country sits on top of all that. A view from Dubai Marina fails the country test, and so does a view from Sharjah or Al Ain. That holds even when the account posting the video is fully eligible. Our qualified views guide takes each test in turn.

Here is what it costs. Creators who post their payouts report roughly $0.40 to $1.00 per 1,000 qualified US views. Take a video with 1,000,000 views, of which 30,000 are qualified US views. It pays about $12 to $30, and the other 970,000 views pay nothing.

Now picture a Dubai skyline video that lands with viewers in London and New York. The same 1,000,000 views, all qualified, pay about $400 to $1,000. Same effort, same clip, a very different cheque. TikTok pays for where the viewer sits.

Two more floors are easy to trip on. A 45-second clip pays nothing anywhere, because of the one-minute rule. And 10,000 followers is the floor for every account in the program, wherever it is based.

Where is a UAE creator's audience, and does any of it pay?

Mostly at home, and home is usually not in the eight. The UAE government's own fact sheet says the expatriate community outnumbers UAE nationals, with Indians the largest foreign community, followed by Pakistanis and Bangladeshis. None of those three countries pays a rate under Creator Rewards.

The scale is unusual. The IOM's World Migration Report 2026 counts more than 8 million international migrants living in the UAE, or 74% of the population. More than 3 million of them are from India alone. So a Dubai creator's audience is usually split between the UAE and a home country.

Follow those viewers on the map. India, Pakistan and Bangladesh are not in the eight, so those views pay $0. Views from inside the UAE pay $0 too. That includes British and American expats in Dubai, because the test is where the viewer sits, not the passport in their drawer.

So the paying viewers are the ones who are not here. People in the UK, the US, France and Germany can count, and Dubai is a place they already watch. Dubai's Government Media Office counted 19.59 million international overnight visitors in 2025, with 4.1 million from Western Europe and 1.40 million from the Americas.

That points to a content plan, not a loophole. Make Dubai content for people back in Manchester, Paris or Chicago, in their language. An eligible account earns a real rate from those views. Someone eligible still has to hold the account, and the viewers never change that part.

Do you need a licence to earn from TikTok in the UAE?

Yes, if you post promotional content. From 1 February 2026, anyone advertising on social media from inside the UAE must hold an Advertiser Permit from the UAE Media Council. The Council confirmed that date, Gulf News reports, and the rule covers paid and unpaid promotions alike.

The rule is broad on purpose. It covers citizens, residents and visitors who create advertising content from within the UAE, whether or not they are paid. A gifted hotel stay you post about is promotional content under this rule.

The cost is the good news. The permit is free for the first three years for citizens and residents, who apply through the Media Council website. You display the permit number on your profile and post ads only through registered accounts. Content breaches carry fines from AED 5,000 to AED 1,000,000, depending on severity.

It sits under Federal Media Law 55 of 2023 and Cabinet Resolution 42 of 2025. Visitors who want to post ads while in the UAE go through accredited UAE-based agencies instead. So a creator flying in from London for a week is under the same rule.

Creator Rewards is a different kind of money. TikTok pays it for views, and no brand is involved. That question never comes up here anyway, because no UAE-based creator gets paid by the program. The permit is the rule that actually touches your income in this country.

Treat it as step one, not paperwork to dodge. Get the permit before you pitch, put the number on your profile, and the deals that follow start clean.

What actually earns money on TikTok in the UAE today?

Brand deals paid direct, and things you sell yourself. Both are open to a UAE creator right now, and neither waits for TikTok to switch a country on. Both also fall under the Advertiser Permit the moment you promote anything.

TikTok Shop is a check, not a promise. We could not find a TikTok announcement naming a Shop market in the UAE, and we will not guess. Open the Shop tab in your own app and see what your account is offered. No tab means affiliate commission is not a route for you yet.

LIVE gifts work the same way. Gifting is not switched on for every account in every country, and blog lists go stale fast. Check the LIVE menu in your own app, and note that gifting is for adults aged 18 and over.

Pricing a deal is simple here. The UAE government's fact sheet lists the dirham at 1 USD to AED 3.6725, so a fee quoted in dollars converts at a known rate. Settle the payment route first, then the fee, and the money stops being the part that goes wrong.

Notice the mismatch. A brand in Dubai wants reach that lands inside the UAE, the exact viewers Creator Rewards ignores. So the audience the program pays nothing for is the audience a local brand will pay for. That is the gap to build a business around.

One thing that never works is buying followers. TikTok's terms ask for authentic followers and authentic views, so bought numbers do not move an account toward the program. Only real numbers count, in Dubai or anywhere else.

How big is TikTok in the UAE, and why does none of it pay a rate?

Very big, and worth $0 per view under Creator Rewards. TikTok's ad tools reported reach of 12.5 million users aged 18 and over in the UAE in late 2025, per DataReportal. The report puts that at 134.6% of all adults in the country.

DataReportal flags that oddity rather than hiding it. It says usage rates above 100% of a population may seem implausible, and that it republishes source data as is. The UAE has a huge visitor flow and a shifting expat base, so read the figure as an advertiser estimate, not a head count.

The direction is not in doubt. The same report says TikTok's adult ad reach in the UAE rose by 1.79 million, or 16.7%, from the end of 2024 to late 2025. It puts the population at 11.4 million in October 2025, with 11.3 million internet users, or 99.0% of the country.

Now set that beside the payout map. A creator in Mexico City with a much smaller audience can join Creator Rewards. A creator in Dubai with millions of views cannot. Reach and pay are two different things, and the gap has nothing to do with talent.

How can a creator in the UAE get inside Creator Rewards?

Two honest routes. Become a resident of one of the eight countries, or run an account that is already based in one of them. Both work, and neither is free.

Relocating is the clean route and the slow one. The terms ask you to reside in a country where the program runs, which means an address and local payment details there. A UAE residence visa does not help, because the UAE is the wrong country for this.
