Is TikTok Creator Rewards available in Saudi Arabia?

No. Saudi Arabia is not one of the eight countries where Creator Rewards runs. The program pays in the United States, the United Kingdom, France, Germany, Japan, South Korea, Brazil and Mexico. That is the whole list, and no country in the Gulf is on it.

Where you live is the first gate. TikTok's Creator Rewards Program terms ask for a legal resident of a country where the program is made available, aged 18 or over. An account run from Riyadh, Jeddah or Dammam fails that line before anything else is checked. The full list of eight sits on our Creator Rewards countries page.

The other rules only matter once your country is in. TikTok's program terms ask for 10,000 authentic followers and 100,000 authentic video views in the last 30 days. Business Accounts are out, and there is a $50 payment threshold before any money moves.

So there is nothing to apply for and nothing to fail. Creators outside the eight are not rejected. They never see the option. A Saudi creator can pass 10,000 followers, post every day for a year, and still find no payout tab in the app.

That is a different problem from a knockback inside the eight. If you live in a paying country and the answer came back no, the cause is usually one of a few fixable things. We list them on our Creator Rewards rejected page.

Why do views from Saudi Arabia pay $0?

Because the program pays only for qualified views, and a view from Saudi Arabia can never be one. A qualified view is much narrower than a view, and four things have to be true at once.

The video has to be one minute or longer. The viewer has to watch for five seconds or more. The viewer must not have marked it as not interested. And repeat views from the same account count once, per TikTok's program terms.

On top of those four, the viewer has to be in one of the eight paying countries. A view from Riyadh fails that test, so it earns nothing. This is the second gate, and it is the one most people miss. It keeps Saudi creators out of the program, and it makes a Saudi audience worth $0 to everyone inside it.

Here is what that means for a Riyadh-based creator. Say you were somehow eligible, and your videos pull 1,000,000 views a month. If 900,000 of those viewers are in Saudi Arabia, they pay nothing. Only the 100,000 from the US, the UK and the other six can count.

Now do the math on those, using the creator-reported rate of roughly $0.40 to $1.00 per 1,000 qualified US views. So 100,000 qualified US views pays about $40 to $100, and the other 900,000 views were free work. Our qualified views page walks through each test.

Flip the audience and the number flips with it. The same 1,000,000 views, all qualified and all in the US, pays about $400 to $1,000, or ten times the money for identical work. TikTok pays for where the viewer sits, not for how hard you worked, and follower count is a floor too. We cover that floor on our followers to get paid page.

Does Saudi Arabia's huge TikTok reach change anything?

No. TikTok's reported ad reach in Saudi Arabia is bigger than the country's adult population, and none of it pays a rate. That contrast is the whole story of this page.

TikTok's own ad tools reported 38.6 million users aged 18 and over in Saudi Arabia in late 2025. DataReportal puts that at 154.3 percent of all adults, so yes, over 100 percent. DataReportal says rates over 100 percent may look implausible, and that it republishes the source data as is. So treat it as an advertiser estimate, not a head count. It also warns that trends in ad reach may not match changes in a platform's real user base.

It is still growing, too. The same report says adult ad reach rose by 5.81 million, or 17.7 percent, between the end of 2024 and late 2025. Ad reach was also equal to 112.3 percent of the country's internet users. All of that growth happened with no pay-per-view program in place.

The country behind it is young and almost fully online. Saudi Arabia's population was 34.7 million in October 2025. By the end of 2025, 34.4 million people were online, or 99.0 percent. The median age was 29.6 years. About 61 percent of the adult TikTok ad audience was male.

Now put that next to the money. A creator in Mexico with a small fraction of that audience can join Creator Rewards, while a creator in Jeddah with millions of views cannot. The reason is not talent or budget. It is a map TikTok drew, and Saudi Arabia is not on it.

Do you need a licence for paid brand deals in Saudi Arabia?

Yes, for paid advertising on social media. Saudi Arabia's media regulator issues a licence called Mawthooq, and it is the part of TikTok income that works differently in the Kingdom. You will not find this rule on our Egypt, Iraq or Turkey pages.

Saudipedia, a Ministry of Media site, says the licence comes from the General Authority of Media Regulation. It covers citizens, residents and foreign investors. It applies when they advertise a brand, product, service, event or business inside Saudi Arabia. TikTok, Snapchat, Instagram, YouTube, X and Facebook are all covered.

The cost is real. When the rules were listed in 2022, Arab News reported a fee of SR15,000, about $4,000, for a permit lasting three years. The same report said non-Saudi residents take a different track. They first need a work permit from the Ministry of Investment. Then they apply through the regulator, with a specified advertising agency representing them. Saudi creators, at home or abroad, apply direct.

Not every post needs it. The 2022 rules say a person promoting their own work on a personal account does not need the licence. Arab News gave a designer posting their own designs as an example. A creator paid to push a brand is a different case. Fees and details can change, so check the regulator's current page before you sign anything.

Why does this sit on a Creator Rewards page? Because brand deals are the main income route left once Creator Rewards is off the table. In Saudi Arabia, that route has a licence and a price attached. Budget for it early, or build on your own products, where the exemption may apply.

What actually earns money on TikTok in Saudi Arabia today?

Brand deals and your own products. Both are open to a creator in Saudi Arabia right now, and neither waits for TikTok to switch the country on. The Mawthooq rule above applies to the paid-advertising side.

Getting paid is the easy part here. The Saudi Central Bank reported that electronic payments made up 85% of total retail payments in 2025, up from 79% in 2024. That is 14.6 billion electronic transactions in one year. A brand paying a Saudi creator by bank transfer is routine, not a favour.

Money from abroad moves too. The US government's trade guide says there is no limitation on the inflow or outflow of funds for profits or capital, beyond certain withholding taxes. It also notes the riyal has been fixed at 3.75 to the US dollar since 1986. So a US brand paying in dollars is not a currency gamble.

Still agree the payment route first. Not because Saudi banking is hard, but because every deal goes wrong at the vague part. Fix the currency, the account and the invoice date before the content is made. Then the money is the boring part.

Selling your own thing works the same way, whether it is a course, a service, a physical product or a coaching call. TikTok is only the traffic, and the money moves through a checkout you chose. One thing that does not work is buying followers. TikTok's terms ask for authentic followers and authentic views, so bought numbers never get an account into Creator Rewards.

How can a creator in Saudi Arabia get inside Creator Rewards?

There are two honest routes. Move to one of the eight countries and live there, or run an account that is already based in one of them. Both work, and neither is free.

Moving is the clean route and the slow one. The terms ask you to live in a country where the program runs. In practice that means an address and local payment details there. It is not a setting you change in the app.

A VPN is not a route. TikTok's program terms say you must reside in a country where the program is available and not use a VPN or similar tool. A VPN swaps your IP address for a session. It does not change where you live or where your money lands.
