Is the TikTok Creator Rewards Program Available in Ukraine?

Short answer

No, the TikTok Creator Rewards Program does not run in Ukraine, because it pays creators in 8 countries only: the United States, the United Kingdom, France, Germany, Japan, South Korea, Brazil and Mexico. Ukraine is not on that list, so a Kyiv account has nothing to apply for. The program also pays only for qualified views, and a view from Ukraine is never one. They pay $0, even on an eligible account. Views from Ukrainians living in Germany can count for an eligible account, because Germany is one of the 8. Views from Ukrainians in Poland cannot, because Poland is not. The other rules only matter once your country is in: 10,000 followers, 100,000 views in 30 days, age 18 or over, a Personal account, and a $50 payout threshold.

Is TikTok Creator Rewards available in Ukraine?

No. Ukraine is not one of the eight countries where Creator Rewards runs. The program pays in the United States, the United Kingdom, France, Germany, Japan, South Korea, Brazil and Mexico. That list is the whole list, and nothing in Eastern Europe is on it.

Where you live is the first gate. TikTok's Creator Rewards Program terms ask for a legal resident of a country where the program is made available, aged 18 or over. An account run from Kyiv, Lviv or Odesa fails that line before anyone counts followers. The full list sits on our Creator Rewards countries page.

The other rules only bite once your country is in. TikTok's program terms ask for 10,000 authentic followers and 100,000 authentic video views in the last 30 days. They rule out Business Accounts, and they set a payment threshold of $50 before any money moves.

So there is nothing to fail, because creators outside the eight are not rejected. They are simply never offered the program. A Ukrainian creator can pass 10,000 followers, post every day for a whole year, and still have no program to join.

That is a different problem from a knockback inside the eight. If you live in a paying country and the answer came back no, the fix is usually one of a few things. We list them on our Creator Rewards rejected page.

Why do views from Ukraine pay $0?

Because the program pays only for qualified views, and a view from Ukraine can never be one. A qualified view is much narrower than a plain view, and four things have to be true at once.

The video has to be one minute or longer, and the viewer has to watch for five seconds or more. The viewer must not have marked it as not interested. And repeat views from the same account count as one view, per TikTok's program terms.

On top of all four, the viewer has to sit in one of the eight paying countries. A view from Kharkiv fails that test, so it earns nothing, and the country rule bites twice. It keeps Ukrainian creators out of the program, and it strips the value out of a Ukrainian audience for everyone else.

Put numbers on it, using the creator-reported rate of roughly $0.40 to $1.00 per 1,000 qualified US views. Picture a video that gets 500,000 views, with 20,000 of them from qualified US viewers. That slice pays about $8 to $20, and the other 480,000 views, most of them from Ukraine, pay nothing at all.

Now turn it around, and give the same video 500,000 qualified US views. It pays about $200 to $500, which is twenty-five times the money for the same view count. TikTok pays for where the viewer sits, not for how many people watched. Our qualified views page walks through every test.

Germany is one of the eight, so does that help Ukrainian creators?

Partly, and only for an account that is already eligible. Germany is one of the eight paying countries. So a view from a Ukrainian who is physically in Berlin or Hamburg can count as a qualified view. That is real, and it is worth planning around.

The catch is who gets paid. The creator still has to be a legal resident of one of the eight to be in the program at all. German viewers do not make a Kyiv-based account eligible. They only raise what an eligible account earns.

The audience is large. Eurostat counts 1,286,230 people from Ukraine under temporary protection in Germany on 30 June 2026. That is 29.2% of everyone with that status in the EU, and the biggest share of any member state. Across the EU, over 98.5% of those beneficiaries are Ukrainian citizens.

Poland is the twist most guides miss. Eurostat puts 961,170 people from Ukraine under temporary protection in Poland on the same date. That is a huge Ukrainian audience, but Poland is not one of the eight. A view from Warsaw pays exactly what a view from Kyiv pays, which is $0.

So two Ukrainian communities of similar size sit on opposite sides of the payout line. Content that reaches Ukrainians in Germany can earn a rate for an eligible account. Content that reaches Ukrainians in Poland cannot. We cover the Polish side on our Creator Rewards in Poland page.

Be careful how you read this. It does not mean a Ukrainian account earns from German viewers, only that an eligible account earns more when its viewers are there. What actually earns money on TikTok in Ukraine today?

Brand deals and your own products. Both are open to anyone in Ukraine right now, and neither one waits for TikTok to switch a country on.

TikTok Shop is not on the list. TikTok's newsroom lists the European markets. Austria, Belgium, the Netherlands and Poland joined France, Germany, Ireland, Italy, Spain and the UK from 15 June 2026, and Ukraine is not named. So affiliate commission is not an announced route there, and you should check the Shop tab in your own app before you count on it.

The harder problem in Ukraine is not earning, it is moving the money. Ukraine has run wartime currency rules since February 2022, and the National Bank of Ukraine is easing them one step at a time. Kinstellar, in a note published by the American Chamber of Commerce in Ukraine, reports the latest step. From 11 August 2026 people can pay up to UAH 200,000 a month abroad from hryvnia accounts, up from UAH 100,000.

That figure covers money leaving Ukraine, and it shows the rules are still live and still moving. So agree the payment route before you agree the fee. A euro invoice, a local account that takes foreign transfers, or a payment service set up in advance all work when sorted first.

Selling your own thing works the same way. A service, a course, a language lesson, a physical product. TikTok is only the traffic. The money moves through a checkout you chose, so you never wait for a platform to add your country.

One thing that does not work is buying followers or views. TikTok's terms ask for authentic followers and authentic views, so bought numbers do not get an account into Creator Rewards. Real numbers are the only ones that count.

Ukraine has 19.0 million adult TikTok users, so why do none of them pay a rate?

Because Creator Rewards pays for where the viewer sits, and Ukraine is not on the map. Ukraine is a big TikTok market, even in wartime, and it is worth $0 per view under this program. Those two facts side by side are why this page exists.

TikTok's own ad tools reported reach of 19.0 million users aged 18 and over in Ukraine in late 2025. DataReportal puts that at 58.4% of all adults. Treat it as an advertiser estimate rather than a head count, but the direction is still clear.

It is still growing. The same report says TikTok's adult ad reach in Ukraine rose by 2.40 million people, or 14.4%, between the end of 2024 and late 2025. All of that growth came with no pay-per-view program in place.

The country behind it is online and well connected. DataReportal cites a population of 39.3 million in October 2025, with 35.3 million internet users, or 89.6% of the country. The median age was 41.8 years. There were 23.0 million active social media user identities, or 58.5% of the population.

Now put that next to the money, where a creator in Mexico with a fraction of that audience can join Creator Rewards. A creator in Kyiv with millions of views cannot. Reach and pay are not the same thing, and the gap has nothing to do with talent.

How can a creator in Ukraine get inside Creator Rewards?

There are two honest routes. Live in one of the eight countries, or run an account that is already based in one of them. Both work, and neither one is free.

Moving is the clean route, and for Ukrainians it is less abstract than for most. More than a million already live in Germany under temporary protection. If that is you, and you count as a legal resident there, the program is open to you. The terms ask where you live, not where you were born.

A VPN is not a route. TikTok's program terms say you must reside in a country where the program is available and not use a VPN or any similar tool. A VPN swaps your IP address for a session. It does not change where you live or where your money lands.
