Is TikTok Creator Rewards available in Belgium?

No. Eight countries have the program switched on, and Belgium is not among them. France, Germany, Japan, South Korea, Brazil, Mexico, the United Kingdom and the United States make up the whole list. Belgium is a strange miss, because two of those eight are its next-door neighbours.

TikTok checks the creator, not the content. The global program terms open on the person. The creator has to be a legal resident of a country where the program is made available, and 18 or older. A Brussels address fails that line, and nothing after it gets read. Our list of paying countries puts all eight in one place.

The numbers come after the country, never before it. The EEA program terms ask for 10,000 authentic followers. They also ask for 100,000 authentic video views over the previous 30 days. Business Accounts are excluded, and money only moves once your balance hits the $50 minimum payment threshold.

So a creator in Ghent never gets turned down. There is no decision there to be turned down by. You can clear every number on that list, and the app will still not offer you the program.

A refusal inside the eight is a different thing entirely. Someone in Lyon or Hamburg who applied and got a no has a reason attached to it, and reasons can be fixed. What TikTok checks first is your address, not your audience

Two separate rules get mixed up here constantly. One decides whether you can join. The other decides what a view is worth. They are not the same rule, and they do not run at the same time.

Joining is settled by residence and by where the account itself is registered. The terms use the words legal resident, so it is your home country that answers the question. Your follower count has no say in it. Neither does your language, and neither do your viewers.

Pricing is settled later, and only for accounts that are already inside. The EEA terms say rewards are calculated dynamically based on the country of the video views origin. Belgium is not in that priced set, so a view from Brussels adds nothing to a balance.

The pricing rule is also narrower than most people expect. Those same terms count qualified views as ones a user views for five seconds or more. The viewer must also not have marked them as not interested. Repeat views from one account are counted as one view. The clip has to be one minute or longer, and it has to reach at least 1,000 qualified views before it earns.

Put both rules together and Belgium loses on each. A Belgian creator cannot join, and a Belgian audience carries no rate for anyone who has. We break down each test on the qualified views guide. Belgium borders two paying countries. Why that changes nothing

France and Germany both pay, and Belgium touches both. A creator in Tournai can be forty minutes from an address that qualifies and still earn nothing. That is the sharpest version of this problem anywhere in Europe.

Distance is not a factor anywhere in the rules. TikTok is reading a country of residence, and a country of residence has a hard edge. Forty minutes on the wrong side of that edge is the same as four thousand kilometres.

Wallonia runs along the French border. The German-speaking east sits directly against Germany. Neither fact appears anywhere in TikTok's program terms.

What the border does change is the value of an audience, and only for accounts that are already in. A French viewer carries a rate. A German viewer carries a rate. A Belgian viewer does not.

Keep those two ideas apart, because they get merged all the time. Viewers in France and Germany raise the amount an eligible account is paid. They do not turn a Belgian account into an eligible one.

Belgium is not alone in this shape. Poland sits right beside Germany. Serbia and Albania both hold big audiences and no program. Turkey is the largest example of the lot.

You live in Belgium and work in France. Which one counts?

Your home counts. Your workplace does not. Residence is the word the terms use, and nothing in them mentions a place of work.

Belgium runs on that pattern more than most countries do. Statistics Netherlands counted 45.3 thousand people living in Belgium who had jobs in the Netherlands in 2024. On paper, every one of them stayed a Belgian resident.

The same shape repeats towards France and towards Germany. Somebody who sleeps in Mouscron and clocks in near Lille holds a Belgian address. Creator Rewards reads the address and stops there.

Turn the arrangement around and the answer turns with it. A French resident who drives into Hainaut each morning lives in a paying country. That person can apply. The Belgian at the next desk cannot.

Registration matters as much as residence. An account opened on a Belgian number, tied to a Belgian bank and run by a Belgian resident reads as Belgian in every field. Dutch, French or German: which Belgian audience sits in a paying country?

This is where Belgium gets genuinely unusual. The country has three official language communities. Each one points at a different answer.

The federal portal states it plainly. Alongside the three Regions, the Federal State has three Communities based on language: the Flemish (Dutch-speaking), the French (French-speaking) and the German-speaking Community. Language is built into the way Belgium is run.

For a creator, that settles who hears you without any extra effort. A French-language video from Namur travels into France. A German-language video from Eupen travels into Germany. Both of those destinations carry a rate.

Dutch points the other way. The biggest Dutch-speaking audience outside Flanders is in the Netherlands, and the Netherlands is not one of the eight. A Flemish creator can be huge across two countries and watch every view price at nothing.

Belgium is in the EEA. Does TikTok's EEA term sheet cover it?

Belgium is in the EEA. The EEA term sheet still does not put Belgium in the program. The word Belgium is absent from it. We checked the whole page for it.

Start with what the EEA actually is. Eurostat defines the European Economic Area as the Member States of the European Union plus three EFTA countries: Iceland, Liechtenstein and Norway. Belgium is an EU Member State, so it is inside the EEA without argument.

That is a legal and trade grouping. It is not a payout map. The EEA Creator Rewards terms say the program is available only in selected countries, then name none of them.

So the document sets rules for EEA creators who are already in. It does not let anybody in. The same page still asks two things of you. One is that you reside in a country in which Creator Rewards Program is available. The other is that you do not use a VPN or other similar tool.

A VPN is worth ruling out here, because it comes up every time. It changes the IP address on one session. It does not change your residence, your bank or your tax office, and the terms name it outright.

Four million Belgian adults use TikTok, and Shop now pays some of them

Belgium is a large TikTok market with no Creator Rewards price on it. Since June 2026 it has had TikTok Shop, which pays on a completely different basis.

Take the scale first. In late 2025, TikTok's ad planner showed a Belgian reach of 4.03 million users aged 18 and above. That works out at 42.5 percent of every Belgian adult, on DataReportal's reading. It is an advertiser estimate rather than a headcount.

That figure grew by 289 thousand adults, or 7.7 percent, between the end of 2024 and late 2025. Set it beside the national number. Statbel recorded 11,867,634 inhabitants on 1 January 2026. Belgium held 11.3 million internet users in October 2025, or 96.3 percent of the country. It also held 9.08 million social media identities.

Now the part that pays. From 15 June, TikTok Shop became available to shoppers and retailers in Austria, Belgium, the Netherlands and Poland. Those four joined France, Germany, Ireland, Italy, Spain and the UK.

The same post reports over 100,000 European businesses on TikTok Shop across France, Germany, Italy, Spain and Ireland. It reports triple-digit growth in daily gross merchandise value in those markets between August 2025 and February 2026. It also describes a Sell Across Europe service, which lets sellers localise listings and ship into other EU markets.

There are two, and both of them are honest. Change where you live, or run an account that already lives in one of the eight.

Moving is the plain version, and from Belgium it is a short trip. France and Germany are both across the road, and both pay. It also means a real address, a local bank and a moved tax base. No app setting stands in for any of that.

For most creators that is too much to ask of a content plan. For somebody already renting near Lille or Aachen, it might be routine. Either answer is a fair one.
